Charles C. Mackey, Jr. - 2002

The first recipient of the Charles C. Mackey Excellence in Service Leadership Award was Charles C. Mackey, Jr. of whom the award was named. The award was given to “Charlie” at the Fall 2002 NYACTE/NYSATE conference by the New York State Association of Colleges for Teacher Education at the Marriott Hotel in Albany. Charlie served the New York State Department of Education in the Office of Higher Education in the Office of Teaching Initiatives for many years and served as an inspiration to us all as we journeyed through the many transformations and reformations in teacher education. In September 2003, the Professional Practices Board honored Charlie with the following words: Your leadership and dedication to teaching and teachers have always been exemplary, and your efforts, initiatives, and integrity have assured a strong and vibrant future for the teachers of New York State.

James Shuman - 2003

Associate Professor of Education, James Shuman, chair of the Education department at St. Lawrence University was honored by the New York State Association of Colleges for Teacher Education with the third Charles C. Mackey Excellence in Service Leadership Award for New York State at the Fall 2004 NYACTE/NYSATE Conference. Jim has served as a Board member for both the NYACTE and NYSATE organizations. Jim was most recently was recently received the Service Key Award from the St. Lawrence Valley Chapter of Phi Delta Kappa International, an international association for professional educators for his outstanding contributions to the chapter over the past 15 years. According to the chapter's newsletter, Shuman "has been instrumental in both the selection and presentation of outstanding student and sponsor teacher awards and planning and facilitating several outstanding educational programs for chapter members at St. Lawrence University."

Doris T. Garner - 2004

Doris T. Garner was honored by the New York State Association of Colleges for Teacher Education in the Fall of 2003 and awarded the second Charles C. Mackey Excellence in Service Leadership Award. Doris served the New York State Education Department for several years in the Office of Higher Education and fearlessly guided us through the re-registration of programs in teacher education in 2001. Doris was a source of guidance and strength to us through those years and created a list serv that kept us informed on every aspect of change. In March 2004, Commissioner Richard P. Mills presented a Resolution honoring Doris T. Garner for her twenty-four years of outstanding service with the State Education Department and her contributions to higher education in the State.

Linda Beimer - 2005

Linda Beimer was honored by the New York State Association of Colleges for Teacher Education with the fourth Charles C. Mackey Excellence in Service Leadership Award at the Fall 2005 NYACTE/NYSATE Conference. Linda served as Dean and Professor of Education, Binghamton University, SUNY and has been an active participant in NYACTE and NYSATE in past years. Professional affiliations include NCATE Board of Examiners, NCATE Consultant, NCATE Boards, SUNY Provost’s Advisory Council for Teacher Education 1999-2003; NY State Professional Practices and Standards Board; Chair, NYSED Commissioner’s Advisory Council on Teacher Education; NYACTE President (1993-94), NYACTE Board (1992-1996); NYSATE Board (1988-1990); NY Teacher Education, Certification and Practice Board (1989-95); Board of Directors, National Council for the Social Studies (1986-90); Social Studies Committee, National Board for Professional Teaching Standards (1994-1999); among other national, state, and local boards and committees.

Jan McDonald - 2006

Jan McDonald, Professor and Dean of the School of Education at Pace University from 1995-2006 was honored by the New York Association of Colleges for Teacher Education with the fifth Charles C. Mackey, Jr. Excellence in Service Leadership Award. Dr. McDonald received the award at the Fall 2006 NYACTE/NYSATE Conference. Jan was recognized as a dynamic, focused leader in the State and in the field of teacher education as a result of serving as President of NYACTE (2002-2003) and working closely with NY State Education Department leaders for quite a number of years. While at Pace University, she demonstrated her “dedication to the improvement of education on all levels” by fostering the creation and growth of the Pace University High School in New York City. Dr. McDonald went on to become the Deputy Chief Education Officer of Empowerment of Schools Association with the New York City Department of Education. Jan is warmly remembered by students, faculty, and colleagues across the State for her nurturing efforts, enthusiastic commitment to teacher education, and innovative ideas.

Suzanne Miller - 2007

Suzanne Miller, Associate Professor of Education at the State University of New York College at Oneonta, was awarded the 207 Charles C. Mackey, Jr. Excellence in Service Leadership Award. She was presented with the award at the Fall 2007 NYACTE/NYSATE Conference in Albany. Dr. Miller has been a faculty member in the Division of Educatin at Oneonta for 27 years. She is the early childhood specialist and coordinator of the Birth through Grade 2 and Birth through Grade 6 programs. She has experience working as a Head Start teacher in the Lower East Side of New York City, co-directing a semester inIndia that resulted in starting a school for underprivileged children, serving as a Peace Corps Volunteer in Micronesia, and returning to Micronesia to teach an early childhood course for the College of Micronesia. Her teacher education experiences are authenticated through her extensive service at home and abroad in working with diverse children, families, and teachers. Dr. Miller’s practice, scholarship, and collaboration are all marked by an active involvement and commitment to service and advocacy for children and their families. She models her commitment and engages teacher candidates in multiple service experiences.

Joseph P. Frey - 2008

Joseph P. Frey, Associate Commissioner for Higher Education in the New York State Department of Education, was honored by the New York State Association of Colleges for Teacher Education at the Fall 2008 NYACTE/NYSATE Conference. Joe received the Charles C.Mackey, Jr. Excellence in Service Leadership Award because of his outstanding work throughout the state with teacher preparation programs and agencies, including NYACTE/NYSATE and the Teacher Education Advisory Group. Engagement with the field of education is expressed through his position in the State Education Department, where he step-by-step advanced toward greater responsibility and authority. Joe is an advocate for children and for improving the quality of their education. In making the award one of Joe’s sponsors stated “We value his insight, his commitment to seeking all perspectives, his ability to hear and address the input he receives, and his commitment to improving outcomes for each and everyone of our children.

Sr. Miriam Honora Corr - 2009

Sister Miriam Honora Corr, CSJ, Ed.D. was honored by the New York State Association of Colleges for Teacher Education at the Fall 2009 NYACTE/NYSATE Conference and awarded the Charles C. Mackey, Jr. Excellence in Service Leadership Award.  Sister Miriam’s professional education career began with teaching at the elementary and junior high school levels, but now includes extensive experience at the college level, having served as faculty member and Chairperson for 50 years.  She demonstrated her commitment to “ongoing scholarship and best practices” by leading the development of several masters degrees and serving as Co-Director of a Master’s program in Early Childhood Special Education.  She was promoted to Professor in 1994 and has rich and varied experiences with the Teacher Center Professional Development Board, Sister’s Advisory Council, college-wide committees, New York State committees, and Middle States and NCATE accreditations.  Her greatest dedication is to school children and young people.  The Provost of St. Joseph’s College summed up Sister Miriam’s qualities best when she stated “ Sister Miriam embodies the ideals of integrity, intellectual and spiritual values, social responsibility and service.”

Deborah Colley - 2012

The New York State Association of Colleges honored Dean of the College of Education at Niagara University, Debra Colley, for Teacher Education at the Fall 2012 NYACTE/NYSATE Conference. She was awarded the Charles C. Mackey, Jr. Excellence in Service Leadership Award. The issues of diversity, poverty, multicultural awareness and promoting education of the developmentally disabled are always at the forefront of Dr. Colley’s agenda. Dr. Colley successfully led the opening of two satellite locations in Ontario in 2007, and continues to oversee the Ontario program. Nationally, Dr. Colley has served on: American Association for Colleges of Teacher Education, Board of Directors, 2008-2011; and Eastern Regional Representative, National Association for Liberal Arts Colleges in Teacher Education, 2006-2010. Through her leadership, the annual NYS Day on the Hill initiative was launched. Dr. Colley served as co-chair of the New York State Board of Professional Standards and Practices for Teaching from 2007-2010, and is a past president of the New York State Association of Bilingual Education. Under Dr. Colley’s leadership, the College of Education at Niagara is heavily engaged in inner city schools throughout Western New York to try and close the student achievement gap and working on the critical issues that plague our schools today.

Deborah Shanley - 2015

Deborah Shanley, Dean of the School of Education at Brooklyn College, was honored by the New York State Association of Colleges for Teacher Education at the Fall 2015 NYACTE/NYSATE Conference and was awarded the Charles C. Mackey, Jr. Excellence in Service Leadership Award. Dr. Shanley’s work with multiple college and community constituencies earned her a Humanitarian Award from the CUNY Consortium for the Study of Disabilities and the Medgar Evers College Worker Education Program. As the senior education Dean in CUNY, the New York State Regents and the New York State Education Department often tapped Dr. Shanley for her expertise in policy and practice. She carried Brooklyn’s name and reputation onto the national scene as a leader in such education collaboratives as the National Network for Education Renewal, the Council for Great City Schools, and the Middle College National Consortium. She also chaired the Achievement First Charter Schools in Bushwick and was appointed as a member of the CAEP Nominating Committee in 2013. She served as a member of the National Parks Second Century Commission in developing a 21st century vision for the National Park Service, and she co-chaired Senator Schumer’s Blue Ribbon Panel charged with reimagining Floyd Bennett Field. In her role as dean, Dr. Shanley is most proud of her partnership with the New York City Department of Education and her work as a member of the Urban Community Teachers project team.

Maritza Macdonald - 2016

Maritza Macdonald, Senior Director of Education and Policy at the American Museum of Natural History, was honored by the New York State Association of Colleges for Teacher Education at the Fall 2016 NYACTE/NYSATE Conference and was awarded the Charles C. Mackey, Jr. Excellence in Service Leadership Award. Dr. Macdonald has served as a teacher, program director, policy analyst, and researcher, always with commitment to issues of equity and responsiveness to socioeconomic, cultural and linguistic diversity. Dr. Macdonald has implemented, researched and evaluated initiatives with local and international universities and museums. Internationally, she has worked with museums and universities to plan partnerships between museums and Ministries of Education in such places as Hanoi, Vietnam; Johannesburg, South Africa; Universidad de la Amazonia in Columbia, South America; University of Ankara in Turkey; and the National Heritage Board in Singapore. Dr. Macdonald has served as Principal Investigator for multiple programs funded by the National Science Foundation, the Noyce Foundation and the New York State Department of Education. She has represented the American Museum of Natural History in the National Commission for the 21st Century STEM Education and the NYS Regents Work Group. She is a member of the American Education Research Association for which she chaired the Outstanding Dissertation Award for Division K for Teacher Education.
